If you do mean the stem clamp, there should be a max torque on the stem (or available online). Here are the torque settings for most of the components on a brompton.

You preload the headset bearing (with bolt of a swat tool in your case) just enough that you don't have any free play in the headset, then tighten stem to specified torque and then you can tighten swat tool bolt a bit more (lets say to about 3nm) so that it won't loosen itself.

I installed a carbon fork on it last year and could have replaced the grease then. Never had anything close to an issue with the lower than max torque.

It was a lot less pressure than i would have done with a normal wrench but i use torque wrenches all the time so trust this was better. If you do mean the stem clamp, there should be a max torque on the stem (or available online).

I still only torqued my stem front cap and stem bolts to 4nm. Take this headset for example: Your various torque specs (such as headset) should be listed on the manufacturer website.

The cap provides a preload on the headset bearing. Yes, for sure you should pull out the compression ring and clean/regrease it if it's not moving easily. At the same time the bearing is loose enough to allow free turning of the fork.
